PM3 st\u00e5r f\u00f6r&nbsp;<strong>Portfolio Management, Project Management och Project Portfolio Management<\/strong>&nbsp;och syftar till att skapa en strukturerad och effektiv styrning av projektverksamheten i organisationer. Metodiken \u00e4r s\u00e4rskilt etablerad i Sverige, ofta inom offentlig sektor och st\u00f6rre f\u00f6retag, och betonar samverkan mellan IT och verksamhet f\u00f6r att s\u00e4kerst\u00e4lla strategisk anpassning och v\u00e4rdeskapande.<\/p>\n\n\n\n<p>Denna rapport beskriver h\u00f6rnstenarna i PM3-metodiken, klarg\u00f6r dess relation till&nbsp;enterprise&nbsp;architecture&nbsp;(EA), och redog\u00f6r f\u00f6r de huvudsakliga stegen i metodiken, allt p\u00e5 svenska.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">H\u00f6rnstenar i PM3-metodiken<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\">1. Integrerad styrning av portf\u00f6lj, program och projekt<\/h4>\n\n\n\n<p>PM3 bygger p\u00e5 en helhetssyn d\u00e4r portf\u00f6ljstyrning, programstyrning och projektstyrning samverkar f\u00f6r att s\u00e4kerst\u00e4lla att organisationens resurser anv\u00e4nds optimalt och att projekten st\u00f6djer strategiska m\u00e5l.&nbsp;Detta&nbsp;inneb\u00e4r:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Portf\u00f6ljstyrning:<\/strong>\u00a0Prioritering och urval av projekt och program utifr\u00e5n strategiska m\u00e5l och resurstillg\u00e5ng.<\/li>\n\n\n\n<li><strong>Programstyrning:<\/strong>\u00a0Koordinering av relaterade projekt f\u00f6r att uppn\u00e5 gemensamma aff\u00e4rsnyttor.<\/li>\n\n\n\n<li><strong>Projektstyrning:<\/strong>\u00a0Planering, genomf\u00f6rande och uppf\u00f6ljning av enskilda projekt f\u00f6r att leverera definierade resultat.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">2. Standardiserade processer och metoder<\/h4>\n\n\n\n<p>PM3 betonar vikten av att ha tydligt definierade och anpassningsbara processer f\u00f6r projektledning, inklusive planering, genomf\u00f6rande, uppf\u00f6ljning och avslut. Processerna \u00e4r ofta anpassade efter organisationens behov och kan integreras med andra ramverk som PMBOK eller PRINCE2.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">3. Roller och ansvarsf\u00f6rdelning<\/h4>\n\n\n\n<p>En central h\u00f6rnsten \u00e4r tydliga roller och ansvar, d\u00e4r b\u00e5de IT och verksamhet \u00e4r representerade.&nbsp;Vanliga&nbsp;roller&nbsp;i&nbsp;PM3 \u00e4r:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\u00c4gare av styrobjekt (Object\u00a0Owner)<\/strong><\/li>\n\n\n\n<li><strong>F\u00f6rvaltare<\/strong><strong>\u00a0(Object Manager)<\/strong><\/li>\n\n\n\n<li><strong>Specialister och resurser<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Det \u00e4r viktigt att rollerna \u00e4r v\u00e4l definierade och att det finns en balans mellan IT och verksamhet f\u00f6r att s\u00e4kerst\u00e4lla samverkan och ansvarstagande.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">4. Styrobjekt och hantering<\/h4>\n\n\n\n<p>PM3 arbetar med s\u00e5 kallade&nbsp;<strong>styrobjekt<\/strong>, som kan vara system, processer, tj\u00e4nster eller andra enheter som beh\u00f6ver styras och utvecklas. Varje styrobjekt har en f\u00f6rvaltning och en plan f\u00f6r utveckling och f\u00f6rb\u00e4ttring.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">5. Styrning och uppf\u00f6ljning<\/h4>\n\n\n\n<p>Metodiken inneh\u00e5ller strukturer f\u00f6r styrning, inklusive styrgrupper och rapporteringsrutiner, samt verktyg f\u00f6r att f\u00f6lja upp status, risker och resurser. Detta skapar transparens och m\u00f6jligg\u00f6r snabbare beslut.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">6. Kontinuerlig f\u00f6rb\u00e4ttring och l\u00e4rande<\/h4>\n\n\n\n<p>PM3 uppmuntrar till regelbunden utv\u00e4rdering och f\u00f6rb\u00e4ttring av styrningen och projektarbetet, baserat p\u00e5 erfarenheter och feedback fr\u00e5n intressenter.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u00c4r PM3 lika med Enterprise&nbsp;Architecture&nbsp;(EA)?<\/h3>\n\n\n\n<p>Nej, PM3 \u00e4r inte detsamma som&nbsp;enterprise&nbsp;architecture, men de \u00e4r&nbsp;<strong>komplement\u00e4ra<\/strong>&nbsp;och b\u00f6r samverka.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>PM3 fokuserar p\u00e5 styrning och ledning av projekt, program och portf\u00f6ljer<\/strong>, med fokus p\u00e5 att s\u00e4kerst\u00e4lla att r\u00e4tt projekt genomf\u00f6rs och att resurser anv\u00e4nds effektivt.<\/li>\n\n\n\n<li><strong>Enterprise\u00a0Architecture\u00a0(EA) \u00e4r en \u00f6vergripande struktur och modell f\u00f6r att beskriva och styra organisationens aff\u00e4rsprocesser, information, IT-system och teknik<\/strong>\u00a0f\u00f6r att st\u00f6dja strategiska m\u00e5l.<\/li>\n<\/ul>\n\n\n\n<p>PM3 och EA samverkar genom att EA ger en strukturell och strategisk ram som PM3:s projekt och portf\u00f6ljer kan anpassas till. EA kan anv\u00e4ndas som underlag f\u00f6r att definiera styrobjekt och prioritera projekt i PM3, medan PM3 s\u00e4kerst\u00e4ller att projekten genomf\u00f6rs i linje med EA:s riktlinjer.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Steg i PM3-metodiken<\/h3>\n\n\n\n<p>Implementering och anv\u00e4ndning av PM3 sker i flera steg som syftar till att etablera en effektiv styrning och ledning av projekt och IT-verksamhet:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><td>Steg<\/td><td>Beskrivning<\/td><\/tr><\/thead><tbody><tr><td><strong>1.
